SBIR.nl is the Dutch government's Small Business Innovation Research scheme, run by the Netherlands Enterprise Agency (RVO). It uses competitive tenders in which government departments set societal challenges and award contracts to companies for feasibility studies and product development. The scheme funds innovation procurement and does not take equity.
